Contractor of Record vs EOR vs contractor management software: Abillio, Deel and Remote all help companies work with people in other countries, but they solve different problems. So “Which provider is best?” isn’t the most useful first question. Start with this one instead: **do you need an employee, a contractor you manage yourself, or an intermediary that stands between you and the contractor?**

Answer that first and the choice of provider usually follows.

## Contractor of Record vs EOR vs contractor management software

| Model | Best fit | Who contracts with the worker | Who carries classification risk |
| --- | --- | --- | --- |
| **Employer of Record (EOR)** | The person should be an employee, but you have no local entity | The EOR employs them locally and runs payroll, benefits and employment compliance | Mostly the EOR, for employment compliance |
| **Contractor management software** | The relationship is independent, and you want to manage contracts and payments yourself | You do. The software handles contracts, invoices and payments | You |
| **Contractor of Record (CoR) / Agent of Record (AoR)** | You want one intermediary to handle contractor invoicing, payments and compliance admin | Depends on the provider. Some contract with the contractor directly. Others invoice through their own entity while the working relationship stays yours | Depends on the provider. Some offer an indemnity, others leave classification with you |

“Contractor of Record” and “Agent of Record” are often used as if they mean the same thing. In both, a provider sits between your company and the contractor. What differs is how much legal risk the provider takes on. That’s set by the contract, not by the label, so always read the risk allocation.

## Where Deel and Remote fit

Deel and Remote are broad HR platforms. Each sells separate products for each of the three models.

| Product | Deel | Remote |
| --- | --- | --- |
| Contractor management | $49 per contractor/month | $29 per contractor/month |
| Contractor management with protection | — | $99 per contractor/month (Contractor Management Plus, penalty coverage up to $100,000 per contractor) |
| Contractor of Record | $325 per contractor/month | From $325 per contractor/month (Remote contracts with and pays the contractor, with uncapped indemnity) |
| Employer of Record | From $599 per employee/month | $699 per employee/month |

Deel and Remote make the most sense in two cases: you need employees and contractors on one HR system, or you want a contractual indemnity against misclassification. The catch is that per-seat pricing adds up quickly for large or irregular contractor teams.

## Where Abillio fits

**Abillio is an Agent of Record for independent contractors. It is not an EOR, and it never employs anyone.**

With Abillio PRO, you invite contractors, assign work and set their pay. Abillio issues the invoices through its own legal entity (self-billing), collects your payment and pays the contractors. Contractors don’t need their own company, tax ID or VAT ID to get paid.

That changes the paperwork and payments. It doesn’t change the working relationship. That stays between you and your contractor. **Classification is still your responsibility.** Abillio helps you with independent-contractor agreements, full audit documentation and monitoring for salary-like payment patterns. But if you need labor-law liability moved to the provider completely, choose an EOR.

What Abillio PRO covers:

- **Onboarding and compliance:** you invite contractors by email. Abillio runs KYC, AML, PEP and tax ID checks, and provides service contracts, NDAs, and IP and copyright transfer agreements.
- **Invoicing:** self-billing on behalf of contractors, bulk invoicing, your own payment terms and currency, contractor VAT handling, and e-invoices where available.
- **Payments:** one consolidated payment covers many contractors. Payouts go to 170 countries by SEPA, SWIFT, ACH, card, PayPal or Airtm digital wallet. Same-day payments are available in 30 countries. Supported currencies are EUR, USD, GBP, CAD, AUD, HUF and NOK.
- **Reporting:** DAC7 and 1099 reports prepared and submitted. Contractor income tax can be managed directly in Latvia and Estonia.
- **Integration:** use the back office, or connect through the REST API with webhooks, callbacks, sample code, an API sandbox and a dedicated Slack channel. API-triggered payments and ERP integration are supported.

**Pricing:** 5% per payout, with no subscription, no per-seat fee and no strict volume minimums. Custom pricing is available for higher volumes. You pay only when you pay contractors. Per-seat fees cost the same whether a contractor invoices $200 or $20,000 that month; Abillio’s fee only applies when you actually pay someone. Bank charges are separate: SEPA costs up to €1 per transaction, and USD transfers cost $1–18 at the banking partner, plus any fee from the receiving bank.

## A practical selection checklist

1. **Classify the relationship first.** If the facts look like employment (fixed hours, your tools, your direction, one client), look at EOR or local employment. No payment tool fixes misclassification.
2. **Decide who should be the counterparty.** Do you want to hold every contract and invoice yourself, or have one intermediary do it?
3. **Map the paperwork.** Who signs the service agreement, who owns the work product, and who issues each invoice?
4. **Compare total cost at your real volumes.** Include seat fees or percentage fees, FX spread, payout fees and any monthly minimums.
5. **Check coverage per contractor.** Confirm country and payout-method availability for each person, not just the headline country count.
6. **Read the risk allocation.** Ask what the provider contractually takes on, what any indemnity covers, and what stays with you.

## Frequently asked questions

**What’s the difference between a Contractor of Record vs EOR?**
An EOR hires the person as a local employee and runs payroll and benefits. A Contractor of Record keeps the person as an independent contractor and handles contracts, invoicing and payments. An EOR fits employment relationships. A CoR fits independent work.

**Is a Contractor of Record the same as an Agent of Record?**
The terms overlap. Both put a provider between your company and the contractor. The difference is in each provider’s terms: whether it contracts with the contractor directly, and whether it takes on misclassification liability.

**Who carries misclassification risk?**
With contractor management software, you do. With a CoR or AoR, it depends on the contract. Some providers offer indemnities, and others, including Abillio, leave classification with you while handling documentation. With an EOR, the worker is an employee, so contractor misclassification doesn’t apply.

**Can I use Abillio and Deel or Remote together?**
Yes. A common setup is an EOR for a few employees abroad, plus Abillio for a larger independent workforce, where per-seat pricing would be expensive.

**Do contractors need a registered company to be paid through Abillio?**
No. Contractors invoice through Abillio’s legal entity, so they don’t need their own company, tax ID or VAT ID.

**Does Abillio charge a monthly subscription?**
No. Abillio PRO charges 5% per payout, with no subscription or seat fees, and custom pricing for higher volumes.

## Bottom line

In the contractor of record vs EOR decision, the relationship comes first, then the provider.

- **Choose Deel or Remote EOR** when the person should be hired as an employee.
- **Choose Deel or Remote contractor products** if you want contractors in the same HR system as your employees, or you need a contractual indemnity.
- **Choose Abillio** when your workers are truly independent and you want one intermediary for invoicing, payments and tax reporting. It’s pay-as-you-go and API-ready, with no per-seat pricing.
